London: The Foster Collection: Notes on Manuscript Sources concerning London and Its Rulers, 1550-1610
In the mid-1960s, Frank Freeman Foster spent two years in London doing research for a Ph.D. dissertation in History at Columbia University. The dissertation, entitled “The Government of London in the Reign of Elizabeth I” [1558-1603], was submitted in 1968. It was later published in modified form as The Politics of Stability: A Portrait of the Rulers in Elizabethan London (London: Royal Historical Society, 1977). A copy of Foster’s book is kept in Box 2 below; the copy in Norlin Library’s stacks, which circulates, is JS 3564 F67. After publishing that book Dr. Foster’s name was legally changed to Mike F. Foster.
While doing the research for his dissertation, Dr. Foster worked extensively with a range of manuscript materials dealing with London, mainly for the period 1550-1610. Many of these sources are housed at the Corporation of London Record Office and the Guildhall Library, London. The most important collections were the Repertories of the Court of Aldermen and the Journals of the Court of Common Council. These were supplemented by Wardmote inquest minutes, vestry minutes, churchwardens accounts, and records of the London livery companies. Dr. Foster also assembled biographical information about London’s Elizabethan rulers from wills (kept then at Somerset House but now at the Public Record Office in Kew) and other materials at the PRO and British Museum. He took detailed notes from all these types of sources onto file cards.
In October, 2003 Dr. Foster generously donated these notes, plus some bibliographic reference cards for early modern England, to the Center for British and Irish Studies at the University of Colorado at Boulder. His notes—written in English and in a legible modern hand—form an excellent starting place for students and scholars interested in London’s records. For people working in Boulder, they may be followed by use of the microfilmed copy of the Repertories of the Court of Aldermen (in manuscript), described elsewhere in this Finding Guide.
Location: As of Jan., 2004, the Foster Collection was kept in the north end of the British Studies Room at Norlin Library, M 549. Because that room is sometimes locked and the location of the collection may have changed, it would be wise to check with the Center for British and Irish Studies before coming to use the materials.

     Box 1. Repertories of the Court of Alderman, first regnal year of Elizabeth I (1558-9): one card for every entry in the Repertory that year. Explanatory cards at beginning of box. (5 x 8 cards.)
     Box 2. Biographical cards for the leading figures in London’s government, 1558-1603, including both the “rulers” and lesser people involved in the common council or other offices. Each card lists all offices held plus other biographical information. Explanatory card at beginning of box. (5 x 8 cards.)
     Box 3. Notes on broad categories important to London’s government, mainly 1550-1610, arranged by topic. Explanatory card at beginning of box. (5 x 8 cards.)
     Box 4. Notes on specific subjects relating to London’s government, mainly 1550-1610, including particular civic offices. (5 x 8 cards.)
     Box 5. Notes drawn from Elizabethan Wardmote inquest minutes, the vestry minutes and churchwardens’ accounts of London’s parishes, and livery company records. Material on specific topics is arranged by theme; general notes about the institutions that produced these records are grouped separately. (4 x 6 cards.)
     Box 6. Contains two types of material: (1) biographical file, arranged alphabetically, showing offices held in wards, parishes, or livery companies in the Elizabethan period, drawn from the records in Box 5 above; (2) notes from contemporary literary sources concerning merchants (mainly 1550-1610). Explanatory card at front. (3 x 5 cards.)
     Box 7. London miscellany, in three sections, mainly 1550-1610. (1) The red tabs indicate various sources relevant to London’s history; (2) yellow tabs contain works published during the period that pertain to London’s government or its rulers; (3) the alphabetical file lists various published and manuscript works dealing with London’s history in this period. (3 x 5 cards.)
