MINUTES: May 28, 1998

Many thanks to those who brought goodies for this meeting. Our previous meeting covered confidential discussions about supervisor evaluations and minutes were not taken.

Supervisor evaluations - anonymous comments cannot be placed in a personnel file and cannot be used in evaluations. Any comments would belong to the person being evaluated for her/his information only. After considering several options, the OCI committee decided to look into a whole new process. It was mentioned that the supervisor evaluations were not anonymous, but merely confidential since campus Human Resources can determine the evaluator for each evaluation. It was felt there is a need for some form of confidentiality buffer to help prevent retaliation. OCI representatives will raise the issue of confidentiality at the next OCI meeting. They will try to find out how this relates to other campus and non-campus organizations using similar evaluations. The impact of pay for performance on supervisor evaluations was discussed.

Benefits - there is a proposal to change co-pay amounts and certain benefits in CU Select next year. The premiums may not go up. The rationale behind the proposed changes is to keep the premium down. The changes hit areas that are considered over utilized. A sample of cost increases in typical usage was distributed.

CU is self insured. Western Life only administers the program and pays the claims. Insurance companies want to make a profit. To keep costs down, CU elected to become self insured. However, there was a million dollar claim and 9 other claims in the 6 figure range. Only half of these large claims is paid for by claim insurance. Over utilization is another concern. The CU plan is required to keep money in reserves and those reserves need to be replenished. The committee proposing changes in our insurance is interested in our suggestions. Remember, the bottom line is the insurance must pay for itself. The original e-mail message with who to contact with suggestions for changes will be sent to us again.

Some people thought that other insurance plans offered in November were not taking any new patients. There was confusion about Kaiser insurance for faculty and the State Employees Kaiser plan. It was mentioned that developed countries that have socialized medicine experience more utilization than is typical with the U.S. insurance system. The U.S. spends much more on insurance paperwork than other developed countries. Again, concrete suggestions are the most helpful to the insurance committee on campus.

We will probably not meet again until the Fall. Volunteers are needed for the Ice Cream Social and the Elections Committee. Please contact any member of the LSA executive committee to volunteer. The previous ad hoc Ice Cream Social Committee needs volunteers ASAP to re-vamp and plan. Some members from the previous Ice Cream Social Committee are unable to continue this year. Without volunteers, the Ice Cream Social may not happen this year.
