MINUTES: Thursday, February 22, 2000
Meeting called to order at 10:09am.

The 2000 board and attendees introduced themselves
 
All the nurse practitioners have been laid off at the University Group clinic on Broadway.
 
The delay in funding CPP may be a good thing - we can learn to use the forms and evaluation tools without being tied to the financial aspects of it. Other concerns about CPP were discussed.
 
Wendell Pryor gave a presentation on CAPE
  • Founded in 1928
  • "Watchdog" organization
  • Helped found PERA
  • Founded Credit Union in 1933
3 Issues:
 
1. Health Insurance - House Bill 1215
 
  • Colorado ranks last & 46th in contributions
  • Benefits must have legislation in effect in order to increase
  • - Salary survey must have legislation to delay
  • JBC has earmarked funds for increase in health insurance contribution
  • - Tied to decrease in employer contribution to PERA
    2. CPP
  • 108 Questions
  • 100 Legislators - Senators & Representatives
  • 2 key committees:
  • Joint Budget committee
  • Equal numbers of House & Senate representatives
  • Drive all of the money issues
  • Legislative Audit Committee
  • Do studies for issues that the legislation wants more information on Legislative Council
  • Performance Pay - the side that is in trouble
  • How to fund CPP?
  • Cost neutral
  • 2.2% of 14 million to each agency
  • Performace Management
  • Phased in over 3 years
  • Entitled to receive the 5% anniversary increases at least until June 1, 2001
  • There are no more steps as of 1998
  • Private sector is moving away from performance-based pay schemes
  • Alternatives
  • Top 100 people above the job rate would receive $5,000
  • 15,000 people trying for this
     

    3. House Bill 1289

 
  • Structure of Higher Education system in the state
  • Backing away from the attitude that classified staff is the problem
  • 25 of Colorado's 28 higher education institutions are public
 
4. PERA
 
  • Purchases Service Credit - lowered the percentage we will have to pay
  • Modified Rule of 80
  • Reduce the penalties for retirement from age 55-65
  • 58.5% goes up to 62.5%
  • Allow 15% of acccumulated sick leave over 45 days & add to highest years of salary
  • Increase the amount the state government will get back
