LSA Meeting Minutes: Monday, February 12, 2001, 2:00pm, room N410
 8 Staff members in attendance. A Quorum is 24.
 
 
Wendell Pryor, Executive Director of CAPE
  • CAPE is undergoing a reorganization
    • 1. Board is emphasizing accountability & customer service
      • Centralized
    • 2. Overhaul of technology and database
      • Migrated from Unix to Windows
    • 3. Continuing education & lifelong learning
      • Fund available for members for education and training
  • April 6 - CAPE day at the Capitol
    • Breakfast for the legislators
    • Lunch at the public library on the corner
  • Salary Survey
    • The salary survey will automatically go into effect unless legislation delays it
    • Step increases will end August, 2001
  • Senate Bill 176
    • Provision that if you are designated as one of the "Millenium Institutions" they can conduct their own salary survey.
    • CAPE believes this is illegal and oppose it
  • November election
    • Budget crunch resulted due to Amendment 23
    • If transportation is hit, governor will hit capital construction? - higher ed
    • Democrats now control the Senate
    • Stalemate - not much will get done other than the big issues
  • Senate Bill 72 - CAPE's version of incentive program
    • Savings which are identified go to the office and/or employees involved
  • Pay For Performance
    • 2nd top priority
    • 1. Eliminating the concept of the job rate - everything will be based on the maximum
    • 2. Dispute resolution process
    • 3. How can you adopt rules 3/4 of the way into the year?
    • 4. You can't start off with evaluation on 3 levels and go to 4 levels
    • 5. Process should be delayed for at least a year to collect information no how you would have rated people in order to make your budget for the next year
    • 6. Give state employees some predictability
    • 7. Look at how DOT is doing it - looking at the whole picture
    • 8. Farthest along Human Services competencies definition
  • Health Insurance
    • #1 Issue, but because there is no money they haven't got a sponsor
    • Pacificare pulled out - contract has been cancelled
    • 31,000 employees left high and dry
    • Want to increase subsidy
    • Initiate a study to have the State look at PERACare
    • Different plan, same program
    • Better way to fund
    • Better sense to join active & retired employees in one organization
    • Lobby PERA to increase the subsidy for over 65 group
  • House Bill 1085
    • Consolidating all the statutory provisions concerning employee selection
  • House Bill 1057
    • Allow any state employee to opt into the retirement plan
  • Senate Bill 122
    • pilot program for performance-base pay system
  • Other bills concerning higher ed aren't going anywhere
    • NORED will be overshadowed by K-12 & Transportation
  • House Bill 1175 will be a big fight
